A second workshop on gender policy was conducted at the regional office in Battambang Province,
on January 1, with the participation of all Heifer Cambodia staff to sign off the policy for implementation in Heifer Cambodia program.
The workshop came after the first one which was held at the main office in Phnom Penh, on May 18, 2007. During the brake of six months
after the first workshop, a three-page gender policy had been prepared for use in working out gender strategy when the five-year
strategic plan would be reviewed in next March.
During the
workshop, the drafted gender policy was also reviewed. The main
topic raised for discussion in this workshop was Manifestation
of Gender Bias which was related to gender and power relations.
Four components of the topic included:

Gender Marginalization: It is the process which forces women out into
the periphery of economic and social life and on the periphery of decision-making process as well as diminishing the value of
the activities in which they engage and through which they contribute to the national development process.

Gender
Subordination: One sex is inferior to the other. Gender
subordination is the institutionalized domination by men of
women in terms of position, status, decision-making, and
process of socialization.

Gender
Multiple Burden: It is involved in the three spheres of
work - reproductive, productive and community work.

Gender
Stereotype: It is the process of attributing a set of
characteristics, roles and traits, favorable or unfavorable,
to all members of a social group based on sex.
Heifer Cambodia program’s focus is on creating viable communities,
strengthening family unity, and increasing human dignity. Moreover, Heifer’s Cornerstones for just and sustainable
development are applied at all levels in working with women and men to overcome the problems which crush them.
To undertake this task, it is important to understand and commit to gender equity within both the organization and
the community as a whole to ensure that all people benefit from the projects.

Heifer Project International (HPI) based in Little Rock, Arkansas,
USA. Heifer Cambodia has been active since 1984, primarily providing
supports of infrastructure and capacity building for animal health
and production sub-sector and veterinary diagnostic laboratory,
including the technical training, vaccination program and
Hemorrhagic Septicemia (HS) Vaccine Production Projects, in
partnership with American Friend Service Committee (AFSC) and Church
World Service (CWS). |
