From March
28-31, a Strategic Plan review workshop was conducted with the participation of all Heifer Cambodia staff and Jessica Clendenning, A/SP Program Assistant, at Sihanouk Ville. The purpose of the workshop was to review and strengthen
the effectiveness and efficiency of organizational execution based on reflecting and updating
the evaluation and monitoring matrix (EMM) related to five key issues: Accountability, Institutional and Organizational Capacity Building, Holistic Development Approach for Food Security/Nutrition and Income, Communication and Networking, and Gender.
Before the workshop started, Participatory Self-Review and Planning (PSRP)
was conducted using the 12 Cornerstones as a basis for
indicating and evaluating accomplishments over the pass six months and setting an action plan to be implemented for next semester. The PSRP assisted the team to realign their individual activities and plans together to bring the impact to the program and the project beneficiaries. This activity was also aimed at enabling new staff to learn the process of PSRP which is a valued-based tool for self review and planning to achieve the organization’s mission.
During the
workshop, each objective of the five key issues was reviewed, based on indicators and activities on what were achieved and what were improved. The workshop also took the opportunity to inspire all staff to think of next five-year strategic plan development as the current strategic plan is to be completed in 2009.
Facilitated by Dr. Khieu Borin, an outside
consultant, the whole picture and current development situation
of Cambodia in terms of poverty reduction, employment,
education, health, agriculture, enterprise, and social and
gender was introduced in order that the participants had a broader idea for discussion. Then the participants were divided into three groups to discuss and define the situation of Heifer Cambodia. From the results of discussion,
the organizational values were identified as following:

Harmony and Spirituality
-
Sharing and Caring
-
Gender and Family
-
Income and Nutrition
Meanwhile, SWOT analysis had been conducted.
Five key issues were prioritized, including VBHCD, Leadership, Capacity Building, Networking/Collaboration, and Environment.
The workshop was
very productive as it gave an opportunity for new staff to lean the process of strategic plan development. Through the workshop, they got broader picture and development situation of Cambodia and
could ready themselves to participate in a workshop to develop the third five-year strategic plan, which will be held early next year.

Heifer Project International (HPI) based in Little Rock, Arkansas,
USA. Heifer Cambodia has been active since 1984, primarily providing
supports of infrastructure and capacity building for animal health
and production sub-sector and veterinary diagnostic laboratory,
including the technical training, vaccination program and
Hemorrhagic Septicemia (HS) Vaccine Production Projects, in
partnership with American Friend Service Committee (AFSC) and Church
World Service (CWS). |
