United Nations Development Program (UNDP) in Cambodia on 31
August, Country Director Sen Sovann and his staff attended a
meeting organized by UNDP in Phnom Penh with participation of
its staff, consultant and counterpart. The purpose of the
meeting was to share experience in community development based
on Heifer’s model and to discuss a way of cooperation in
building capacity of UNDP project staff on Value-based Holistic
Community Development (VBHCD).
During the
meeting, a presentation on VBHCD was done by the Country
Director. Three elements of VBHCD approach including
Cornerstones for justice and sustainable development, passing on
the gifts for diffusion and sustainability, and triadic model
for project implementation were shown to the participants. He
also indicated the four steps of VBHCD process which included
self-help group formation and Cornerstones re-enforcement, group
empowerment with delivery of physical inputs, and holistic
development.

Chhun, UNDP National Sustainable Livelihoods Specialist, said
Heifer’s VBHCD approach fitted the project known as Tonle Sap
Conservation Project (TSCP). The model is applicable for project
staff and people in communities around Tonle Sap river and lake,
the biggest historical natural lake of Cambodia.
The TSCP aims at
developing the management capacity for biodiversity conservation
in the Tonle Sap Biosphere Reserve (TSBR) through enhancing the
capacity for management of biodiversity in the TSBR's core
areas, developing systems for monitoring and management of
biodiversity, and promoting awareness, education and outreach on
biodiversity conservation in the TSBR. The project, which will
be implemented in three core areas of the Ministry of
Environment, including Prek Toal, Boeng Tonle Chhmar and Stung
Sen, has three components of which Livelihoods is one among them.
At the end of
the meeting, the two parties agreed on keeping exchange of
information which leads to a memorandum of understanding on
cooperation between Heifer Cambodia and UNDP in capacity
building to 20 livelihood staff and support to community
development in the core areas, using Heifer’s VBHCD approach.

Heifer Project International- Cambodia (Heifer Cambodia), a
non-profit and humanitarian organization, is a branch program of
Heifer Project International (HPI) based in Little Rock, Arkansas,
USA. Heifer Cambodia has been active since 1984, primarily providing
supports of infrastructure and capacity building for animal health
and production sub-sector and veterinary diagnostic laboratory,
including the technical training, vaccination program and
Hemorrhagic Septicemia (HS) Vaccine Production Projects, in
partnership with American Friend Service Committee (AFSC) and Church
World Service (CWS). |
