VBHCD Approach Touches Our Live and Work

 
From June 14-17, Heifer Cambodia held a workshop on Values-Based Holistic Community Development (VBHCD) at Sihanouk Ville under chairmanship of Her Excellency Chan Sorei, Secretary of State of Ministry of Women’s Affairs (MoWA). The four-day workshop aimed to increase and strengthen cooperation between relevant stakeholders and Heifer Cambodia in the field of development work to foster agriculture activities and woman-related issues toward gender empowerment.

Twenty-two government officials from the Ministry of Agriculture, Forestry and Fisheries (MAFF), MoWA, and Provincial Agriculture Departments of eight provinces participated in the workshop.

“With the aim at achieving the Millennium Development Goal of the Royal Government of Cambodia, we have many issues in relation with women to be solved and strongly need a joined effort among the government, international and local NGOs, and private sectors,” said H.E. Chan Sorei in her opening remarks. Being familiar with a presentation on Heifer’s achievements by Heifer Cambodia Country Director Keo Keang, she added that she was fascinated and expressed her deep thanks to Heifer for its development approach and model to assist poor communities through the Cornerstones values and Passing on the Gifts.

 
Facilitated by the Country Director and training manager Huong Nita, main topics introduced in the workshop included the background and history of Heifer, the 12 Cornerstones, personal leadership, shared leadership, and Participatory Self-Review and Planning. At the end of the workshop, the participants promised to build closer collaboration and communication with Heifer Cambodia, and share what they learned with their family, colleagues, and communities where they work.

“When we first received the invitation letter to join the workshop, some of us were doubted what Heifer is doing in Cambodia,” said Ms. Sot Sithon, Vice President of Economy Department of MoWA, adding, “But now I know what Heifer is doing. The Heifer Cornerstones are a fundamental guide that leads and brings about love to me, my family, and my colleagues. It’s like a compass to encourage people to work with community in accountability and sustainability. The Heifer Cornerstones and model really touch me, prompting myself to think of works at my department.”

“Heifer is an organization that has the right path and model in educating people to live in sustainable lives, development, and peace,” said Mr. Sat Sokhom, Director of Provincial Agriculture Department of Siem Reap. “In Buddhism, there are 10 moral precepts to educate people, while in Heifer, there are 12 moral precepts which are called the Cornerstones. I believe that if Heifer’s model and Cornerstones are widely applied, poor people will have an opportunity to become self-reliant, bringing about love, peace, accountability, and sustainability. I am happy to join the course. I will pass on knowledge that I gain from the workshop to my colleague during meeting.”

 

 
“The Heifer Cornerstones not only provide benefits to Heifer itself, but also they really help me, my neighbors, and other development organizations working with Self-Help Groups in development work,” said Mr. Meng Sothy, Director of Provincial Agriculture Department of Takeo. “Besides improving livelihoods, it helps people to have love. Minister of MAFF is organizing a demonstration commune in Takeo province which mainly focuses on animal management. I will apply what I learned here, especially the Cornerstones and Heifer’s model, in this project.”

His Excellency Kao Phal, Director of Animal Health and Production Department, was impressed that Heifer Cambodia is implementing the VBHCD approach and development activities in agriculture sector. The approach and model are largely consistent with the policy of MAFF. He also encouraged the participants to develop their action plan based on knowledge learned from the workshop and affectively participate in Cambodian social development.

Heifer Cambodia has been active since 1984, primarily providing supports of infrastructure and capacity building for animal health and production sub-sector and veterinary diagnostic laboratory, including the technical training, vaccination program and Hemorrhagic Septicemia (HS) Vaccine Production Projects,
in partnership with American Friend Service Committee (AFSC) and Church World Service (CWS).
